Heat oil and ghee in a pressure cooker. Add whole spices. Stir in the beef pieces and cook till lightly browned.
Add the sliced onions, chopped green chillies, ginger, garlic, salt and sauté until the onions turn golden brown.
Add chopped tomato and let it soften.
Add red chilli powder, turmeric, pepper powder, and garam masala. Mix well to coat the beef.
Pour in enough water to cook the beef. Also, add vinegar. Cover and pressure cook on low heat till the meat is tender.
Now let the pressure of the cooker release on its own, then open and add the carrots, green peas, and potatoes.
Simmer until the vegetables are cooked.
Adjust salt if needed and add a dash of garam masala powder. Serve hot with rice or crusty bread.
